I have the honour to acknowledge the
receipt of your Despatch No. 52 of the 15th. February
last.

After due consideration, I am of the
opinion that the necessity, to which I adverted in the
fourth paragraph of my Despatch No. 518 of the 28th.
December, 1900, of restoring the post of Second Magis-
trate as a permanent appointment, is unavoidable.
My reasons for coming to this con-
clusion are (a) the delay caused to lawyers;
vel: 1. 29/11/1900. el: 2. 1/4/1901.
(b) the waste of time to Police Officers and
witnesses and parties;
(c) the advisability of having a second
Magistrate at hand in the event of the indisposition of the other Magistrate;
(a) the increase in the number of cases
dealt with at the Magistracy, which I see no reason to think will not be a permanent increase.
The two enclosed special reports by
the Captain Superintendent of Police and the Acting First
Magistrate not only furnish the information called for
by the second paragraph of your Despatch under acknowlede
-ment but also form the basis of reason (d) adduced in
HE RIGHT HONOURABLE
